The Biden Administration Executive Order on AI

On Oct 30th 2023, the White House released an Executive Order on “Safe, Secure, and Trustworthy Artificial Intelligence.” This is a landmark directive that aims to ensure that America leads the way in seizing the promise and managing the risks of artificial intelligence (AI) by establishing new standards for AI safety and security, protecting Americans’ privacy, advancing equity and civil rights, standing up for consumers and workers, promoting innovation and competition, advancing American leadership around the world, and more1.

The Executive Order directs the following actions:


Require that developers of the most powerful AI systems share their safety test results and other critical information with the U.S. government.


Develop standards, tools, and tests to help ensure that AI systems are safe, secure, and trustworthy.


Protect against the risks of using AI to engineer dangerous biological materials by developing strong new standards for biological synthesis screening.

  1. Artificial Intelligence must be safe and secure.

  2. AI systems must be transparent, explainable, and understandable.

  3. AI systems must be designed to reflect the diversity of our Nation and must avoid unfair bias.

  4. AI must be developed in a manner that is consistent with our Nation’s values, including privacy, civil rights, and civil liberties.

  5. AI applications must be guided by the highest ethical standards.

  6. AI must be accountable to people and subject to the full range of American laws.

  7. The development and use of AI must be accompanied by appropriate training, education, and safeguards.

  8. AI research and development must be conducted in an environment of scientific integrity.

  9. These principles are intended to guide the development and use of AI in a manner that is safe, secure, trustworthy, transparent, ethical, diverse, accountable, and consistent with American values.



The order recognizes that responsible AI use has the potential to help solve urgent challenges while making our world more prosperous, productive, innovative, and secure.


The order acknowledges that irresponsible use of AI could exacerbate societal harms such as fraud, discrimination, bias, and disinformation; displace and disempower workers; stifle competition; and pose risks to national security.


The order demands a society-wide effort that includes government, the private sector, academia, and civil society to mitigate substantial risks associated with AI.


The order places the highest urgency on governing the development and use of AI safely and responsibly in a coordinated Federal Government-wide approach.


While the scope and depth of the Executive Order is impressive, it raises a lot of questions that will need further investigation and discussion. It is important that we continue to engage in dialogue and debate about the development and use of AI in a manner that is safe, secure, trustworthy, transparent, ethical, diverse and accountable.
